If you ever find something that the entire membership agrees with, that would be a mircle in itself. You need to vote and the bylaws should state who can vote and how many (quorum)number or percentage is needed to make the vote stand. Plenty of time of notice for big items is also stated in bylaws (30 days) (yearly calendar whatever). When requests are made they need to be very specific, if you think there will be a problem. ie library wants the money for these books. If it's okay then the library wants $1200 for books and media and then they can spend as needed for those things and it may include videos. A good way of finding out what the general population wants is to earmark the funds for a fundraiser. ie This candle sale is for the library, and if you get a good response you'll know.
