I would talk to your Principal and Superintendent first before doing anything legal. It will not be in the best interest for the school not to do anything about this matter.
With legal matters you need to take all the steps to prove that this is your last resort.

I would talk to your Principal and Superintendent (If you have one) in a confidencial meeting. Is the teacher being slandered or the slandering one. If she is being slandered, I would include her/him inthis meeting. From a business stand point, an employeer is going to want to protect their employee.
Our school has sent home letters to parents regarding this same issue. Some have been banned from the property (he actually puposing hit another car...long story) and others have been asked to remove their children due to the behavior (if you will) of the parent.
What I'mhoping for you hear is the Principal will have legal council that can assist/advice on how to handle this matter.

If a PTO Board member has repeatedly slandered a family member of mine (in their capacity as a PTO Board Member), would the entire PTO Board be held liable if we decide to pursue legal action?
Our intention is to stop the source should it continue, not punish the organization. A teacher is also involved, and it could damage our income as we own a business in the community that serves many parents.
