You may if you do not have them, create bylaws and remove your treasurer. No one should serve for such along time unless no one else is willing to stepup. Before removing her ask for a treasurers report.

Check you bylaws. We have a rule in our bylaws that states that no officer can hold the position for more than two consecutive terms. Each term is a two year term.

Your friend needs to consult her bylaws. Is the job description in them? Do they outline elections and term limits? Is there a part that states that "only a parent with a child in the school or staff member may serve on the board"?
Also, Serendipity is correct in that expenses are subjected to a vote unless the treasurer's job description states that he/she has a final say on what will be paid for.
You may follow Robert's rules but your bylaws govern. Section 50 under this link www.constitution.org/rror/rror-09.htm classifies Board of Managers, executive committees etc. but again, the bylaws of your organization are the rules by which you run your group. Her answers should lie there and if not, perhaps it's time to ammend the bylaws.

All by laws are not the same so it would depend on whether or not theirs does. It would seem that their unhappy members just need to get someone to run against her and win to solve the problem.

I am confused as to what you said regarding class trips and what not as that is not the treasurers place to decide on what money gets spent on.

If the board & members decide to send the kids on field trips it is only the treasures job to cut the checks. She can't say "no I don't want to".

It seems from what you are saying (unless I am totally missunderstanding you) that they have given this woman all kinds of decission making power. If that is the case then they have to stop letting her steamroll them.

I have tried to find an answer in "Rules" but this may be quicker. A friend of mine is PTO Pres. for her children's elementary school, so to am I so we keep in touch, compare notes, swap ideas etc. But her recent question has me a little puzzled - the treasurer of their group has maintained this position for many, many years, but no longer has children (or yes even grandchildren) at this grade level, but insists on keeping her title. My friend feels (as do some parents) that perhaps it is time for this woman to move on. She has served them well over the years, however I think that the people involved are "apprehensive" for lack of a better word about asking her to step down - I don't know if anyone has ever challenged her for this position either. I do know that in the past year items and programs (help with DARE funding)had been
presented and turned down - mainly due to this woman not wanting to use PTO funds. Many new ideas were shot down the school as a whole went without field trips although some programs
and field day were provided for students. My question would be - is there anything written (or otherwise stated) about a person needing some type of direct affiliation in order to serve as a committee member? This woman could now be considered an outsider since none of her children attend this school. I have often asked and wondered if she wants to be involved why not be involved at her children's current school (middle school/high school age). I would apprciate any answers. As always, thank you.
