Basically I learned from some really great people (okay this question had me curious!) is since this person accepted the nomination and the election results after the election she is now the President. As far as Roberts Rules goes, she is now the President unless your by-laws state that she is to take office on said date/installation.
If she resigns now then your Vice President is technically to step-up to her postion with an election in the fall for VP. In the real world the VP can be the acting pres over the summer (and sign off needed paper work that way) so you have a President and know there is an interest. In this case, would the elected President's running mate be interested?
I agree at times that little book is hard to understand but I love that web site!
