I don't think you're going to find your answer in RRO - I believe it's a question of your PTO's specific Bylaws. When a boy scout troop asked our PTO to be the chartering organization, it was determined that our bylaws forbid that type of relationship because it required a financial and/or manpower committment on the part of the PTO.
If you still want to look into RRO, I found a small book called "Roberts Rules in Plain English" by Zimmerman to be very easy to read.
I am on the board for our PTO and also the Treasurer of our cub scout pack, which our elementary school which is our chartered organization. Our recharter fee for the year is only $20. Also, we have never asked our PTC for any operating funds or gifts whatsoever. If they gave us any funds, then they felt that they would also have to be fair to any girl scout troops that use our school for meetings, etc.
our pto has been presented with a request to from the cub scout pack that we charter for some funds. our only monetary obligation is to pay the recharter fee. however, they want this to go for a vote. the pack will surely send all parents to the pto meeting the night of the vote. what does roberts rule say about not voting on this or will we be stuck with the vote outcome? help!!!
