Check your by-laws, see what they say. There's no governing PTO body that decides what's legal and what isn't. I have found that having a teacher on the board is very useful. I don't think having duties during the day is relevant (after all, there are some PTO officers who work full time - I don't know how they do it, but my hat's off to them!)
