You should do as your bylaws state, the current president make sense to vote in the new before anyone speaks. You do need to look at your bylaws.

We normally vote officer's into office in May and our constitution states they take their positions in June. However at our May meeting we voted not to vote officer's because our vp was maybe moving. So it was said at that meeting that the current officer's would remain until we were able to meet again and vote. Fast forward vp decided to stay, new school year is about to begin and we have not held elections. But vp has already been doing things like she's the president. Current President wants to hold meeting before school starts to vote new officer's into positions but current vp wants to wait until first meeting in September but still wants to act like the current President. We have a flyer we send out with our meeting dates, current officer's, mission statement, rewards we collect and a welcome from the president along with the president speaking at the open house all of which takes place before the September meeting so who speaks? And is listed on the flyer? The current President not voted out in May or the assumed new President that won't be voted in until September? The current President wants to hold a meeting before school starts to make new officer positions official and invite all paid pto members to the meeting to vote. That way new President and officer's can be listed on flyer and speak at open house.
