Hi there!
Well, permission is an interesting word. You want to work with your school's administration -- let them know what you would like to with your parents -- so there's cooperation and agreement that the parent group will be a good thing for the school. (Because it will be!). Technically, you could start an independent parent group, but if you don't work with your school principal, you may find it's very difficult to accomplish your goals.

Can you tell me should you have permission to start a PTO at the school or can the parents just start up an PTO?
