Often voting issues are outlined a group's bylaws. But, typically, all members would vote on general matters requiring a vote, such as expenditures, and, of course, the membership votes in the executive board. The executive board tackles the bigger issues and discusses them in an executive board meeting. For example, the board might discuss the issue of fundraising -- how many the group has, the schedule of events, etc., and determine what the overall strategy should be. There may be different opinions and it is up to the board to discuss the issues and come to a consensus that is best for the group.
