If your bylaws say you need a 2/3 vote for a measure to pass, and you don't get a 2/3 majority voting in favor, then the measure fails.
Is the problem that your bylaws require a 2/3 vote to elect officers? If so, and you don't get that majority in enough elections to fill the minimum number of positions on the board, then you might have a problem. Before offering any advice on what to do about that, I'd need to read your bylaws; if they're online someplace, you could post a link to them.

The problem is our bylaws do not state what happens if we do not receive the 2/3 majority.
How do we handle this with elections up and coming, and we can not ammend the bylaws prior since it states we need to do this at one meeting and vote on approval at the next, or any bylaw changes?
