I think this should be in the by-laws-- you will only be at the school for so long-- and if it's written into your by-laws there can be no mistaking what is supposed to happen.
If you don't spell it out--- you might have a potential board member questioning if they are in the 2 year position or the 1 year position and then you have a whole new problem.
I'd probably try to keep the by-laws generic without mentioning specific calendar years. You could mention one term starting (or ending) in an odd year and one in an even. In the first election, you need to be clear that one president is running for a partial term of one year, but I don't know that information needs to be in the bylaws.

The term of each President, Vice President, Treasurer and Secretary shall be for 2 years. Each year one President, one Vice President, one Treasurer and one Secretary shall be elected. To establish this process, the first year of elections for the 2008-2009 school year, one President, one Vice President, one Treasurer and one Secretary shall be elected to a one year term, while the other President, Vice President, Treasurer, and Secretary will be elected to a two year term.
Hi; we have 2 Pres., 2 v.p., 2 treasurer, 2 sec'ys. Since every year (or two if everyone agrees to stay), we have an entirely new board, it creates a continuity problem; some issues come up year after year when they've already been discussed, etc. Anyway, we got approval from the Principal and Pastor to stagger elections, so there would be one of each office elected each year. I have no idea how to word this when changing our bylaws though. Any ideas?
