Thank you for your reply, I have sent this information to the other officers we will see what they want to do. Fortunately, this is the last year in this school for this president.

Yes - this "redo" is out of order and can and should be contested and no monies should be distributed because of it. If this is allowed, then you could stack the vote again for anything and say we are having a Do Over and this time we get to vote. You'd never get anything done.
Since the meeting was never officially adjourned she was just continuing with the meeting. As is the case with most meetings any delegates seated do have the right to vote - if they are qualified members, there or not on the other day - they still have the right to be seated and their votes to be counted.
They do not have the right to vote on the defeated motion. That is dead and that agenda item is completed. The only way to revisit that motion is for someone from the prevailing side (the Nay's ) to make a motion and have seconded by another prevailing person and then voted on by the body to Reconsider. On the second motion - the president's committee - she was recusing herself from making the final vote because it's her committee. What she should have done was actually to vacate the chair for that motion and let the Vice President handle the meeting. That she didn't and then allowed the vote to stand at 3-3 (or whatever) was her choice and her motion dies. She does not have the right to hold her vote until later in the meeting or set aside a motion on the floor, especially after a vote is taken. In both cases she is out of order and these decisions should be nullified.
If she is your president for next year, I would take steps immediately to have her removed from office. This is a type of business we run - it is not a personal toy.
Coming down to the end of the year we had a regularly scheduled meeting last week. Part of the agenda was two different committee chairpersons asking for more money for 2 different events. The one committee head was turned down by a majority vote. The other committee was a tie. Now let me exlpain, the President cast her vote during the voting process and did not hold it in case of a tie. She then came back to this vote later in the meeting to see if anyone changed her mind. They did not. The president was the other committee chairperson who was turned down by majority and this vote was at a stalemate tie. Now here is where it gets nasty. The meetings are held in the library of our school and at 9:00pm our janitor basically kicked us out as he had to leave early. It was decided to finish the meeting this week and everyone agreed. In my interpretation this meeting is in recess because there was never any adjournment. The devious president and the other committee chair got together this past week and and brought in more members so they could get the votes. When other members, I myself, stated that these new people were welcome to be there to listen but could not vote as this is a continuation of last weeks meeting the president just went on with the meeting as if it was ok. In turn the president and this other committee chairperson Stacked the vote, got thier way and now put possibly a financial hardship on our orginaztion for the upcoming year.
I guess what I am asking, Is there anything we can do? Thoughts, opinions,Legal advice, Anything? Appreciated.
