I am also in VA and need some help with tax exemption & bylaws.
I have been told by a member of our PTO board that we do not have bylaws but "guidelines". THese appear not to be written down as I have requested a copy & have not been given one.
I thought I saw somewhere that in order to receive a 501c3 status that bylaws had to be filed with the appl with the IRS.
I have searched several websites & only seem to be going in circles.
Can anyone help me with this?

Thanks to the PTO Start Up Guide and the help I received on this board. We mailed our application off on March 1st and our determination letter was stamped March 30th. We were very surprised!
Now we are on to figuring out what to do to get sales and use tax exemption in VA. And so the journey continues....
