Question: Releasing of Earmarked Funds..

A few years ago the PTO fundraised for the to build an outdoor shelter. Money was raised and earmarked in our books for that. School has turned over board members and now that is not allowed. So now want to use the money to do another capital improvement to the school. What do we need to do do get the money release from that earmarked fund. I was told we need to publish and have a vote on it.. Any help is appreciated.. Thanks..

Is the money in the budget for this stated purpose? Then not seeing why it would need another vote or why it would be ok to now shift gears and use for a different purpose. However, if it has been a long time (a few years) it is worth reintroducing the topic at a meeting and updating everyone.
