Question: Co Vice President
I will be the new PTO President as of Jan. 1st and would like to have Co-Vice Presidents? If my bylaws do not state that I cannot, and my school Principal has already stated she would like to have 2 VP's, can my current board just vote and add the 2nd VP to our board?

Co-presidents are discouraged. Each VP position should have its duties listed in your bylaws.
