Question: is a PTO generally considered to be a part of the "school community'?

I know that sounds like a dumb question, but I need an answer as our school's bullying policy specifies an "aggressor" as anyone in the school community but the school calls the PTO a 'separate 501c3 organization' and so says the PTO isn't anything they can do anything about. I say they can bar the bullies from being allowed into the school. Not allow them to volunteer, etc. What do you think?

I'm thinking there are a few different points here. Are you talking about adult bullies -- you reference not allowing them to volunteer. I would say that the PTO has responsibility for what takes place in its meetings, events, etc. So, if there is a person causing a problem in these venues, you do need to address it. But, as far as barring bullies from the school, that really is a matter for the school to handle.
