If members are concerned about a conflict of interest, they can express that concern at the time elections are held. I do think that spouses, close friends, and mother-daughter combinations (yes, we know of one!) who serve as PTO officers together need to be careful about communicating well with other board members and including them in decisions. It can be easy for people who are close to seem like they are excluding others -- even if it's unintentional.
