You should take your concerns to the principal. That's a personnel matter, so he's not going to discuss it in public or with a group. Talk to him privately about your concerns. Focus on how the teacher's actions are affecting your child. List specific ways in which you think your child isn't getting what she needs out of the class. If several parents feel the same way you do, ask them all to do the same thing. Don't expect the teacher to be let go, at least not immediately. The principal will take remedial action first, like monitoring the teacher's classes, working with him to improve weaknesses, etc.
