Question: Who Votes?

We are holding a ballot style election for new officers. Do the current officers vote? Do the persons on the ballot vote? My thought is, if current officers don't vote because they may vote for themselves, would persons running not vote for themselves. Seems unfair advantage. Please help. Election in 4 days.
