Question: All elected officers are not members

every one of the officers have not payed their dues so they are not members which means they shouldn't be officers what can we do

Is someone refusing to pay? Or is this a technical matter -- everybody should have paid by the election but didn't? If it's B, I wouldn't sweat it. Just remind the officers that they need to pay their dues. I certainly wouldn't turn away someone willing to commit the time and effort to being an officer because the didn't yet -- or can't -- pay dues. Doing something like invalidating the election is going to cause more needless upset in your group than quietly collecting the money.
