I personally don't think so, got-to. But then again, I don't think PTOs or PTAs should charge dues, which would make all parents members anyway. To me, if a parent wants to volunteer we should put as few roadblocks in the way as possible. Only thing I can think of is possible liability concerns, but I actually don't think that would apply here either. Tim

My feeling is that every parent is a member of a parent group, which is what our parent group states. However, we do accept (as opposed to require) dues and any member having paid them is a member in good standing and as such, is eligible to run for office. Aside from that, any parent can be a room parent, chair an event or other wise volunteer. What do your by-laws state? If they state that a room parent must be member and to be a member, must pay dues, then perhaps it should be brought up at the next meeting and put to a vote to ammend.
