It's good to know that we're not the only ones having problems. My children's school has been in existence for more than 5 years, but this our first year at the school. From what I've heard, the PTO was very active before, but I've seen nothing since I've been there. I'll definitely be checking in for ideas.
We are a long standing program with the same problem...we started this year with talking at open house and talking to the new K parents....We a long way to go but we can apply the same efforts next year and continue to bring people in. Good luck.
