A popular items at our auctions/raffles is a lottery ticket basket. Have parents donate a bunch of $1 and $2 scratch off lottery tickets. Usually people don't mind spending $2 or $3 to contribute since it's so easy.
Find a way to package it in a fun way and include as a silent auction or raffle item. We've done the following:
1) Christmas event - used a small (24") table top silver Christmas tree and hung the tickets like ornaments.
2) Plant - Bought a pretty plant with limbs suitable for hanging the tickets.
3) Cookies - Used a big tin of cookies and layered $20 worth of scratch off tickets to cover the top then encased in plastic wrap for a Christmas gift exchange game where max spending was $25 or less. (It was the most popular, stolen time and time again.)
4) Posterboard - spelled out the school or program name in lottery tickets and covered in plastic.
One item we tried out at our auction last year was a "Jump Start Kit". These are backpacks full of the complete grade-level supply list. They were a huge hit at the auction. Each one went for above it's retail value. It is basically one-stop shopping for the parents. The only draw back is if the teachers change their list before the new year starts then your backpack may not be complete when the new year starts. Of course, this won't work well if your school has a school supply fundraiser.
