Office Live Basics version is free before and after the beta phase, but of course the Basics has it's limitations.
There are things that the pay versions can do that the Basics version can not but not much considering a PTO website is mostly an informational website. For example you only get 5 emails with the beta version, if you want more then you'll have to upgrade to a pay version.
Now I suppose if you want to have a shopping cart and sell items on your website then the Basics wouldn't work, but for us it works great.
I agree there are limitations, but again it is FREE so we're happy to live with the limitations for now.

We use www.officelive.com. This is a new service by Microsoft and it's completely free!!!
The thing I like most about it, is that we get to have our own URL address, not an extention of someone elses.
So far the only downside I've discovered is that it does not load well on Mac computers and that's probably because it's by Microsoft, but I can live with that.
I am not a web designer and know actually nothing about html, etc. and I created our website from scratch.

They're free. Like myschoolonline, you don't need a lot of html code experience. I am able to use it to get all of our information on. I believe with orgsites you can also have various people with administrative rights for updating - but so far, I'm the only one doing it at our school, so I haven't checked it out.

Our school district would give us space, but not necessarily the ability to edit it ourselves. That becomes a pain when every little change has to go through the district web admin.
I'm still working on getting just one page there where we could put key information and then a link to our PTO Manager site. Right now we link directly to PTO Manager from the district school pages.
