You can certainly get it started now. It might be small, but a PTO is a great way to foster a school community. It gives parents a great way to get involved, meet each other and start working together toward a common cause -- helping your kids have a wonderful school experience. It all goes back to why you have a PTO. If your purpose is to support students, having mroe volunteers than students makes little sense. Stay focused on your purpose and your PTO will grow as needed.
